2014 School Warrant Articles

ANNUAL HARTFORD SCHOOL DISTRICT MEETING

2014

                Voting by Australian ballot is to be held on Tuesday, March 4, 2013 at the Hartford High School (Hanley Gym).  Budget discussion/candidates night is to be held on Monday, February 24, 2014 at 7:00 P.M at the Hartford High School (Auditorium).

 

Voters, or their family members, authorized persons, or health care providers may request early or absentee ballots for the articles to be voted on by Australian Ballot until 5:00 P.M., March 3, 2013 by contacting the Town Clerk at 295-2785.  Voters wishing to vote by mail should request ballots early.  The deadline for submitting voter applications for this annual meeting is February 26, 2014.  The Town Clerk’s Office is open that day from 8:00 A.M. to 5:00 P.M. for the receipt of voter application forms.

The legal voters of the Hartford Town School District are further warned and notified that an informational meeting will be held at the Bugbee Center  in the Town of Hartford on Tuesday, February 11, 2014 commencing at 7:00 p.m., for the purpose of explaining the subject proposed athletic fields and school building improvements and the financing thereof.

THE FOLLOWING ARTICLES WILL BE VOTED BY AUSTRALIAN BALLOT ON TUESDAY, MARCH 4, 2014.  POLLS OPEN AT 7:00 A.M. EST AND CLOSE AT 7:00 P.M. EST.

 

  1. To elect School Officers for the ensuing year.  (By Australian ballot).

  2. Shall the voters of the School District approve a total budget in the amount of $34,579,892. (By Australian ballot).

  3. Shall general obligation bonds of the Hartford Town School District in an amount not to exceed Three Million Dollars ($3,000,000) be issued for the purpose of financing the cost of making athletic field and field house improvements at the high school, an estimated cost of such improvements being Three Million Dollars ($3,000,000).

  4. Shall general obligation bonds of the Hartford Town School District in an amount not to exceed Three Million, Six Hundred Thousand Dollars ($3,600,000) be issued for the purpose of financing the cost of making heating system, roof replacement, flooring, bathroom and code-compliance improvements to the White River School, an estimated cost of such improvements being Three Million, Six Hundred Thousand Dollars ($3,600,000).

    The Board of School Directors of Hartford Town School District proposes to incur bonded and other indebtedness for the purpose of athletic field improvements at the Middle/High School and necessary school building improvements at the White River School.  State funds may not be available at the time these projects are otherwise eligible to receive state school construction aid. The district is responsible for all costs incurred in connection with any borrowing done in anticipation of state school construction aid.

    POLICY FOR CAMPAIGNING DURING POLLING HOURS

     

     

     

     

    During polling hours from 7:00 AM to 7:00 PM at the Hartford High School candidates and anyone campaigning for them outside the polling place will be required to stand behind the barriers on either side of the sidewalk leading into the hallway which leads into the polling place.

     

    Candidates may offer voters literature, and speak to voters from behind the barriers.  If voters wish to speak with a candidate they can approach the candidate, but the candidate is not to approach a voter.

     

    Any candidate entering the building where voting is taking place must remove any campaign buttons, hats, etc. before entering the building.

     

    This policy is being made in accordance with 17 V.S.A. 2508, and with the approval of the Secretary of State’s Office Election Division.  Vermont Statutes 17/2508 states as follows; Campaigning during polling hours; voter access

  1.  The presiding officer shall insure during polling hours that:

  1.  Within the building containing a polling place, no campaign literature, stickers, buttons, name stamps, information on write-in candidates, or other political materials are displayed, placed, handed out, or allowed to remain; and

  2. Within the building containing a polling place, no candidate, election official, or other person distributes election materials, solicits voters, or otherwise campaigns; and

  3. On the walks and driveways leading to a building in which a polling place is located, no candidate or other person may physically interfere with the progress of a voter to and from the polling place.

    (b) During polling hours, the presiding officer shall control the placement of signs on the property of the polling place in a fair manner.

    (c) The provisions of this section shall be posted in the notice required by section 2521 of this title.

     

    Any voter who believes his or her rights have been abridged or infringed upon may complain to the Hartford Town Clerk as presiding officer.

ANNUAL HARTFORD SCHOOL DISTRICT MEETING

2014

 

 

The citizens of Hartford who are legal voters in Town Meeting are hereby warned to meet at the Hartford High School (Hanley Gym) in said Town on Saturday, March 29, 2014 at 10:00 A.M. for the purpose of transacting School business not involving voting by Australian ballot.

 

The deadline for submitting voter applications for this annual meeting is February 26, 2014.  The Town Clerk’s Office is open that day from 8:00 A.M. to 5:00 P.M. for the receipt of voter application forms.

 

The purpose of the School District business meeting being to decide by voice vote and/or discuss the following:

 

1.            To receive the reports of the Board of School Directors.

 

2.            To see what compensation the School District will vote to pay the Board of School Directors from School District funds pursuant to 16 V.S.A. 562.

 

3.            To vote to approve the 2014-2015 budget if disapproved at the March 4, 2014 meeting.

 

4.            To do any other necessary and proper non-binding business.

 

*NOTE:  The Annual Town Meeting and the Annual Town School District Meeting will both convene at 10:00 A.M. EST on Saturday, March 29, 2014.  The Town School District Meeting will immediately recess and be held following the conclusion of the Town Meeting.
