April 9, 2014

Kevin Christie called the meeting to order at 7:05 PM


Approval of Agenda- Peter Merrill moves to approve as presented with the caveat that if Eric Michaels has not yet arrived, move transportation down on the Agenda so all members are present. Paul Keane asks CATV continued discussion be added to Incidentals for discussion.

Peter Merrill moves to approve with amendments. Lori Dickerson seconds. A unanimous verbal vote 4-0 passes the motion.


Public Comments- Mike Scelza, citizen, addresses the school web site and lack of meeting Agendas and Minutes. Kevin Christie noted. Tom DeBalsi and Carol Bagley will continue to try and update the web site.


Transportation Contract- Kevin Christie recuses himself. Peter Merrill presents the 8 year contract with Butler Transportation. Peter and Paul Keane were the sub committee representatives.

Discussion with parents/student, bus personnel, and Board: Butler history of drivers/DUI, Butler new DUI policy (no driver with any H/O DUI), safety, mileage, cost savings, and contractual terms. 7:52, 7:54 PM time warned. Discussion continued around bus drivers and DUI policy. Nicole Potter, parent of Hartford student asks if DUI policy would pertain to Hartford drivers working for Butler. Lori Dickerson points out, Butlers contract language is stronger than what Hartford has now. The drivers are reminded, if they have a current history of DUI that is older than 2 years, this could affect their driving for Butler. 7:59, 8:05 time warned. Tanner Wilson, student rep to the Board, said he feels students would feel safer with this policy added to the contract.  8:10 PM Lori Dickerson motions for Superintendent of Schools to issue a contract with Butler Transportation with the amendment added for DUI policy. Eric Michaels seconds. A verbal vote 3 aye, 1 “yes with regrets” (Paul Keane) 1 abstain (Kevin Christie) passes the motion.


Mike Scelza, citizen asks the Board if the vote could be rescinded if town of Hartford voters present a petition. Peter Merrill states, the Board has the power to make the decision it has.



2014 Recreation Bond Community Survey Draft #1- Tanner Wilson and Mr. DeBalsi present draft #1 of monkey survey for the community and students of Hartford. Discussion with the Board: how to get the word out of the survey, how to phrase the questions for clarity, paper copies of survey, use of town landmarks to distribute surveys,and timeline of process. Tanner and Mr. DeBalsi will bring the final draft to the next Board meeting. Mr. DeBalsi will purchase survey monkey for the District’s use.


WRS Bond Resolution- Mr. DeBalsi reports the Hartford Town Clerk will sign.

The Board will review the policies and vote to adopt them next meeting.

Paul Keane asks if school nurses are allowed to have and use the newly approved FDA Naloxone/Evzio injection. (Overdose of heroin antidote) Julia Haynes will speak to the nurses and check on legalities. Mr. Keane asks to have the topic on a future agenda.


Consent Agenda-


Resignations- 2 year leave of absence- Madelyn Carlisle (teaching in Vietnam)

Nominations- Jessica George-Math HHS


Minutes 3/26/14- Peter Merrill motions to accept the Consent Agenda as presented. Lori Dickerson seconds. A unanimous 5-0 verbal vote passes the motion.


The Board thanks Tanner Wilson for all of his hard work on the Bond survey. They also congratulate Tanner for his Mt. Allison University acceptance and scholarship!


Superintendent’s Report- Mr. DeBalsi reports Scott Farnsworth and Nelson Fogg wrote a grant and were awarded $10,000.00 for professional learning plan pilot.

Kaleigh Soule (OQS) was awarded a $4,500.00 grant for physical fitness equipment.

Nicole Rainey was honored at the state level for Project Ignite.

HHS students have been accepted to the following colleges/universities: Cornell, MIT, Yale, Worcester Poly Tech


The Board remembers Bob Harris, who lost his fight with Melanoma last month.


Board Retreat and Training- Steve Dale VSBA will be at the April 23, 2014 Board retreat. Protocol and Policy Governance will be the topics of discussion.


9:44 PM Peter Merrill moves to adjourn the meeting. Eric Michaels seconds. A unanimous verbal vote passes the motion 5-0.
