Consolidation Committee Meeting Minutes
11-17-2015

Present: Kevin Christie, Peter Merrill, Tom DeBalsi

Kevin Christie called the meeting to order at 5:05. A review of the meeting minutes from 10-13-2015 was completed. Peter noted that the minutes should include the discussion of Tom reaching out to a consultant to assist with possible connections with other school districts that want partners. The minutes were approved with the addition of the above.
Kevin reported that he met with the Norwich, Sharon and Thetford study group to discuss consolidation efforts. They are planning to develop and send out to their residents a survey. Kevin also menitoned that he was sending Norwich the Hartford School District Ends policies. This group has hired Wayne Gersen to consult on Act 46 issues and possible partners.
Peter discussed the Valley News article that references his presentation to the Hartford Community Coalition and outlines his idea of an Upper Valley "Mega District". He has received a few emails about the article and are supportive of any effort to improve oppurtunities for students.
Discussion took place about possible consultants to work with us to identify potential like-district matches and further our legal understanding of Act 46. The consutlant previously identified as an option is not available to us for this work. Chris Leopold, a Vermont attorney and Vaugn Altemus, a former AOE administrator were discussed as viable options. 
Continuing the discussion about potential merger partners identified numerous surrounding towns as interests. Mr. Johnson requested an opportunity to speak. He said the committee should not limit potential partners to Vermont towns and districts. Lebanon and Hanover are potntial partners and could be much easier to partner with as they are so close. Some Lebanon schools are in need of more space and perhaps there is a way we could partner to provide the space.
The committee decided that a letter should be drafted by Tom and should be used as an invitation to area schools to discuss ideas for partnerships with Hartford.
