MEETING MINUTES

 

Present: Town Moderator, Quinn Colgan; School Board of Directors Chair, Kevin Christie; School Board of Directors Vice Chair, Lori Dickerson; School Board of Directors Clerk, Nancy Russell; School Board of Directors Member, Peter Merrill; School Board of Directors Member, Michelle Boleski; Hartford School District Superintendent, Tom DeBalsi; Selectboard Chair, Richard Grassi; Selectboard Vice-Chair, Dennis Brown; Selectboard Clerk, Sandra Mariotti; Selectboard Member, Rebecca White; Selectboard Member, Alan Johnson; Selectboard Member, Mike Morris; Town Manager, Leo Pullar; Town Clerk, Beth Hill; Executive Assistant, Eliza LeBrun; Dawn Pullar; Gayle Ottmann; Mike Scelza; CATV; Charlie Merlo

 

Absent: Selectboard Member, Simon Dennis

 

The legal voters of the Town of Hartford are further notified that voter qualification, registration and absentee voting relative to said Annual Town Meeting shall be as provided in the Town Charter and chapters 43, 51, and 55 of title 17, Vermont Statutes Annotated.

Town Moderator, Quinn Colgan opened the Floor Meeting at 10:00 am, then he led the pledge of allegiance. Mr. Colgan shared the rules and procedures that all attendees need to follow.

 

The Selectboard meeting was immediately recessed.

 

School Board of Directors Chair, Kevin Christie; thanked Mr. Colgan and the audience for attending the meeting.

 

1.         School Board of Directors Member, Peter Merrill; made a motion to receive the reports of the Board of School Directors. School Board of Directors Member, Nancy Russell; seconded the motion. The majority voted in favor, the motion passed.

 

2.         To see what compensation the School District will vote to pay the Board of School Directors from School District funds pursuant to 16 V.S.A. 562.

 

            School Board of Directors Member, Peter Merrill; made a motion to compensate the School Board of Directors $50.00 per meeting, and to set the stipend for the Chair at $150.00 annually and to set the stipend for the Clerk at $75.00 annually, effective April 1, 2017. School Board of Directors Clerk, Lori Dickerson; seconded the motion.

           

            Discussion was held regarding whether or not the current level of compensation was high enough to encourage residents to run for office. Several School Board members did not feel that the compensation was relative to the lack of interest in running for office. The argument was made that the current rate of $50.00 per meeting may not be enough for a single parent that needs to pay for childcare to participate, creating an exclusive group.

 

            Resident, Michael Scelza; made a motion to amend the compensation to $75.00 per meeting. Resident, Becky Chollet seconded the motion. 11 people voted in favor of the amendment, 7 opposed the amendment. The amendment passed.

 

            The amended motion changed to compensate the School Board of Directors $75.00 per meeting, and to set the stipend for the Chair at $150.00 annually and to set the stipend for the Clerk at $75.00 annually, effective April 1, 2017.

           

            Town Moderator, Quinn Colgan; called the vote to question. The majority voice vote was in favor of the motion. The motion passed.

 

3.         No vote was necessary to approve the 2017-2018 Budget as it was passed by Australian Ballot on Tuesday, March 7, 2017.

 

4.         School Board of Directors Chair, Kevin Christie; recognized School Board of Directors Member, Peter Merrill to do any other  proper non-binding business.

 

Mr. Merrill read the following resolution;

WHEREAS, Paula Nulty has served on the Hartford Board of School Directors, and;

WHEREAS, her unique knowledge of both public schools and town government has enable her to serve the Hartford School District with vision and effectiveness, and;

WHEREAS, her work on behalf of the School District, having gone far beyond that which might be expected, has demonstrated competence, sensitivity, honesty and dedicated civic concern;

NOW THEREFORE BE IT RESOLVED, by the Citizens of the Town of Hartford, that Paula Nulty, be given a vote of sincere appreciation for her 2 years of service, and furthermore, that this resolution be recorded in the Town Records, dated this 1st day of April, 2017.

Mr. Christie read the following resolution;

WHEREAS, Lori Dickerson has served as Chair of the Hartford Board of School Directors, and;

 

WHEREAS, her confidence, integrity and passion has enabled her to lead the Hartford School District with vision and effectiveness, and;

 

WHEREAS, her work on behalf of the School District, having gone far beyond that which might be expected, has shown extraordinary insight, sensitivity, patience and innovation;

 

NOW THEREFORE BE IT RESOLVED, by the Citizens of the Town of Hartford, that Lori Dickerson be given a vote of sincere appreciation for her 2 years of service as the Chair of the Hartford Board of School Directors, and furthermore, that this resolution be recorded in the Town Records, dated this 1st day of April, 2017.

 

School Board of Directors Member, Peter Merrill; made a motion to close the School District Meeting at 10:35am, School Board of Directors Member, Nancy Russell; seconded the motion. All were in favor and the motion passed unanimously.
